The Governor of Central Equatoria State has received a report from a committee formed last week to investigate instances of encroachment on the state’s constitutional mandate by certain institutions of the national government.
Speaking at a press briefing, the Acting Minister of Information and Communication, Hon. Jacob Aligo Lo-Ladu, expressed deep concern over the repeated bypassing of the state government by some national institutions.
“In Central Equatoria State, we have witnessed serious violations where national government institutions carry out activities at the local level without informing or involving the state authorities,” Aligo said. “Intergovernmental linkages require that such activities be carried out with the consent and coordination of the state.”
He emphasized that the Central Equatoria State government remains committed to upholding the rule of law and respecting the national constitution. However, he warned that when constitutional provisions are violated—regardless of the level of government involved—the state has a right and responsibility to raise the issue.
“We must ensure that the law is applied equally and without bias. It is our duty to speak out and seek legal remedies through the proper channels,” he added.
The report highlights growing concerns over violations of intergovernmental constitutional linkages, which are foundational to the governance structure in South Sudan.
The constitution outlines three levels of government; national, state, and local, each with distinct roles, yet interconnected through structured collaboration and mutual respect.
Aligo called for constructive dialogue and engagement between the state and national government to resolve the ongoing concerns, stating that peaceful resolution and respect for constitutional boundaries are key to effective governance.
“The concerns being raised by the public are valid. Central Equatoria is facing real governance challenges, and we urge the national government to work with us through dialogue to address these matters and restore harmony among the levels of government,” he concluded.
