South Sudan President Salva Kiir Mayardit on Monday through a Presidential decree relieved Central Equatoria State (CES) governor Augustino Jadalla Wani.
Kiir appointed Rabi Mujung Emmanuel as the new governor for Central Equatoria state.
As congratulations message pours across the country to the newly appointed governor Gen Rabi the gubernatorial seat comes with tasks and challenges.
Central Equatorial state being the host state to Juba, the capital of South Sudan is surrounded by complex challenges awaiting the new governor.
Insecurity/issue of cattle keepers.
Besides bring some changes and registering some of achievement such as reducing the insecurity in some part of the state, road ambushes, killings, confrontation between farmers and cattle persist in the state.
Thomas Gajei a political elite in Central Equatoria state termed the persistent insecurity as thorn in the flash of every governor.
He added that despites frequent changes of governors the problem of insecurity and cattle keepers are not addressed.
“We welcome the new governor but there are challenges, issue of insecurity, cattle keepers in the state are difficult task and we need the new governor to bring change” he said.
Gajei reiterate that till now the residents in the state could not figure out the reasons for the frequent challenges but rather relate it to the complexity of the assignment.
The resident in Central Equatoria state continue face threat from insecurity that arise due to present of rebel groups in the area as well as cattle keepers.
Efforts to silent guns remain difficult and wasn’t handled by the pervious governors hence remain Gen Rabi task as he assumes the seat.
Land grabbing/land wrangles
In addition to the insecurity the new governor would be task to embark on the war against land grabbers, both the state and the national government continue to double efforts in a move to end the practice.
Juba being the headquarter of Central Equatoria state and the capital of the Country has registered series of land disputes of which some resulted to lost of lives.
The land issues awaiting the new governor ranging from land grabbing which is major, ownership disputes, Demarcation challenges among others.
Although grabbing of community remain unresolved, another silent disputes between National government and the statement remain unrectified with some officials from Central Equatoria state blaming National government and some powerful officials from taking state land.
On his part James Simon a resident of Lodu payam expressed frustrations adding that some part of the states continues to experience challenges with no immediate solution from the state government.
“According to me I can not congratulate any one because we as people of Lodu payam are suffered enough no one come to our rescue Land grabbers are disturbing” he said
He appealed to the newly appointed governor to double efforts in ensuring that the problem of land grabbing is addressed.
Tax disputes with National government
While the country continues to face economic hardship the South Sudan Revenue Authority (SSRA) and the Central Equatoria state revenue recently wrangle over tax collection.
The state Revenue notified some of the tax payers however this receive strong condemnation from the SSRA who stated that the state was stepping out of their territory of collection.
It is believed that such wrangles have not be addressed by the former governor hence awaiting the new governor.
State headquarters relocation rumour
The rumour of relocation of the state capital from Juba to the other part of the state remain complex issue.
Although the state government always refute any claim or demand for the relocation of the state capital, there has been no official statement or order from National government to the public.
It is up to the new governor to ensure that the demand is address incase it is there or the propaganda is addressed one and for all.
