The Governments of Jonglei State and Central Equatoria State (CES) have launched a landmark collaborative benchmarking initiative aimed at strengthening institutional capacity and improving public service delivery across both states.
The program was officially inaugurated during a high-level meeting held in Juba, where PaulinoLukudu Obede, Deputy Governor of Central Equatoria State, welcomed a delegation from Jonglei State led by Kuony Yien Nyuon, Minister of Cabinet Affairs. The delegation also included the Secretary-General of the Government of Jonglei State and Mr. Rambang Tot Deng, Director-General in the Ministry of Cabinet Affairs.
During a joint press briefing, Satimon Lupai, Minister of Cabinet Affairs for Central Equatoria State, emphasized the enduring historical and socio-political ties between the two states and reaffirmed Central Equatoria’s commitment to strengthening intergovernmental cooperation
“This initiative reflects our shared commitment to strengthening governance frameworks, promoting mutual learning, and building a more unified and resilient South Sudan,” Lupai stated.
He further commended the visionary leadership of the two Governors for initiating the partnership and announced that a reciprocal benchmarking visit to Jonglei State would follow upon completion of the current program.
In his remarks, Kuony Yien Nyuon expressed appreciation for the warm hospitality and technical support extended by the Central Equatoria State leadership. He underscored the importance of peer learning and inter-state collaboration in promoting innovation and effective governance within South Sudan’s public sector.
“This visit provides a valuable opportunity to exchange best practices, deepen bilateral ties, and strengthen our collective capacity to serve our communities more effectively,” Kuony said.
He also praised Central Equatoria State’s longstanding leadership role in mentoring other states through its technical expertise and institutional experience.
The meeting concluded with renewed commitments from both sides to advance partnership, knowledge exchange, and collaborative development efforts.
The Jonglei State delegation will remain in Central Equatoria for one week to participate in governance dialogues, institutional site visits, and targeted capacity-building sessions.
